Course aim
To support Responsible Persons in understanding and applying their role through proportionate, practical and operationally relevant approaches — within the context of the Terrorism (Protection of Premises) Act 2025 and alongside existing UK safety, fire and workplace regimes. The course focuses on how responsibility is applied, coordinated and exercised in real-world environments, not on redefining the role in law.

Lesson 1 · Introduction to Martyn's Law
40 minsBackground, intent and structure of the Terrorism (Protection of Premises) Act 2025, including the concept of the Responsible Person and the tiered approach to premises and events.
Lesson 2 · The Responsible Person role in the wider context
60 minsHow the RP function sits alongside fire safety, health & safety and RIDDOR duties — understanding risk in context, coordinating partners and supporting decision-making where control is shared or transferred.
Lesson 3 · Core Preparedness Principles
40 minsReasonable and proportionate mitigation, risk appetite, crowd risk considerations and public safety fundamentals, supported by the SCaN (See, Check and Notify) approach and staff briefing checklists.
Lesson 4 · Awareness and Staff Training
40 minsWelcome and safety scripts for stewards, suggested PA emergency messages, holding statements for media, and a Validation of Process (VoP) workshop to test arrangements.
Lesson 5 · Creating a Security Plan
50 minsBuilding a proportionate security plan using the DSC template, a risk and decision framework for venues and events, and a sample risk register you can adapt for your own site.
Lesson 6 · Complex Risk Assessment & Mitigation (Enhanced Tier)
40 minsEnhanced-tier specific risk assessment techniques, mitigation options, and use of decision logs to evidence proportionate judgement calls.
Lesson 7 · Operational Readiness and Incident Response
40 minsEvacuation, invacuation and lockdown outlines, toolkits and Incident Response Playbook use, and the Readiness Review template to keep arrangements live.
Lesson 8 · Inspection, Assurance and Readiness
40 minsPreparing for engagement with the SIA regulator, self-assessment and readiness checks, record keeping and reporting to demonstrate your approach.
